The Kuwait Environment Protection Society called for the preparation of a flood damage map using high-resolution satellite imagery and available field data for November 2018, \u201cconsidering that this map identifies the affected areas and is then relied upon to determine the most suitable locations for protection systems such as dams, surface reservoirs, and others.\u201d.<\/p>\n
Janan Behzad, Secretary General of the Association, explained that (Al-Dhaher - Umm Al-Hayman and Sabah Al-Ahmad Residential City) are among the most vulnerable areas to flash floods in the State of Kuwait, stressing that \u201cdue to the heavy rainfall in November 2018, which reached approximately 262 mm, millions of cubic meters of rainwater and floodwater accumulated in low-lying areas in the form of lakes of varying sizes, shapes, and depths,\u201d noting that the areas where the lakes were seen are \u201cthe southern coast, Burgan oil field, sections of the Seventh Ring Road, Kabd area, Al-Wafra - Mina Abdullah Road, and Sabah Al-Ahmad Residential City.\u201d. <\/p>\n
Behzad pointed out the need to take advantage of the water, as floods are a blessing and not a curse. She said, \u201cIt is very important to have a deep understanding of the climatic conditions, hydrological, geological, geomorphological and topographical features, soil nature, vegetation cover status and land uses in order to address the risks of floods in the State of Kuwait and mitigate their destructive effects.\u201d.<\/p>\n
For his part, Professor Dr. Raafat Misak, a member of the association, explained that areas threatened by flash floods are divided into two categories: urban areas (such as Jahra and Ahmadi City) and desert areas (such as Shagaya, Wafra roads, and Sabah Al-Ahmad Residential City). He stated that, based on the analysis of satellite imagery data, topographic information, field measurements, and flash flood records from November 1997 to November 2018, valleys can be classified into three groups: \u201cHigh-risk valleys, which include the Ahmadi River basin (120 meters above sea level). Flash floods occur in the Ahmadi River basin when large amounts of rain, no less than 40 mm, fall in a single storm, as happened several times between November 3 and 25, 2018. The Ahmadi River basin is classified into the eastern and western basins. The eastern basins, in the area extending from Abu Halifa in the north to North Shuaiba in the south, number eight, the most important of which is the Ahmadi basin, with an area of Approximately 15 square kilometers.<\/p>\n
Dr. Misak added: \u201dRegarding the western basins (Burgan field basins), when floods occur in the western basins, the facilities and infrastructure of the Burgan field are negatively affected, as happened during the period from November 3 to 25, 2018, when large areas of the Burgan field facilities were flooded, sections of the main road in the Burgan oil field were damaged, and large quantities of mud accumulated on the basic facilities.\u201d He pointed out the dangerous valleys, which are \u201cWadi Arifjan (Sabah Al-Ahmad residential city), the Kabd-Wafra valleys, some southern valleys that cut across the edge of Jal Al-Zour (such as Wadi Al-Awja), and the northern valleys (Al-Abdali-Al-Ratqa), indicating that the valleys of medium risk are the valleys that cut across the Al-Liyah, Al-Rukham, Al-Rawdatain, and Al-Dabdaba plains.\u201d.<\/p>\n
Dr. Misak emphasized that there is no alternative to designing and operating a flood monitoring and early warning system in Kuwait. He stated, \u201cFlood early warning systems are well-known and implemented in several countries, including the United States, Saudi Arabia (Jeddah), and Egypt (Nuweiba on the Gulf of Aqaba). There are both fixed and mobile warning systems. Some of these systems provide warnings for several days, and sometimes even a week, before flood events. Devices are installed to measure rainfall amounts, equipped with automatic warning systems that activate when the rainfall approaches the critical threshold\u2014the point at which water overflows the surface, causing significant damage to people, property, and the environment. At this point, sirens sound, lights are illuminated in high locations visible from a distance, or pre-arranged signals are broadcast on radio and television. A series of preventative measures are then implemented to mitigate the destructive effects of floods. For example, traffic on highways comes to a complete standstill immediately upon the issuance of the warning, allowing ambulances, fire trucks, and civil defense vehicles to begin their operations, while residents remain indoors.\u201d Those who are abroad are returning to their homes, and thus the crisis is being managed until it ends with the least possible losses.\u201d.<\/p>\n
He pointed out the need to activate Article 118 of the Environmental Protection Law No. 42 of 2014, which states: \u201cThe Authority shall, in cooperation with the competent authorities, prepare emergency plans and plans for managing natural risks, including dust and sandstorms, drought waves, flash floods, earthquakes, cases of fish and marine life deaths, and other environmental risks that may result from human activities.
