She explained that the document was prepared by participants in the course from approximately 13 Arab countries, namely Lebanon, Kuwait, Egypt, Saudi Arabia, Jordan, Bahrain, Sudan, Morocco, Libya, Tunisia, Palestine, Syria, and the United Arab Emirates, in order to cover a wide range of Arab countries. The document includes a classification of the challenges that hinder the success of environmental projects and the laws that help in their implementation.<\/p>\n<p>Behzad explained, \u201cThe training course covered several topics, including the role of social responsibility in achieving the law\u2019s objectives, and on the other hand, the interpretation of the law\u2019s articles, their application, and their impact on societal behavior.\u201d She added, \u201cSocial responsibility plays its role in contributing to sustainable development, which aims to eradicate poverty, provide health for all, ensure social justice, and meet the needs of society by living within the planet\u2019s environmental limits, using current resources without compromising the needs of future generations. It is based on three aspects: supporting economic growth, achieving societal progress, and contributing to environmental protection. Participants agreed that the environment is an educational, behavioral, psychological, and societal issue that everyone must contribute to preserving.\u201d She stated, \u201cI focused on priority issues requiring a re-evaluation of social responsibility, such as water scarcity and the lack of an integrated water management system that allows for the continuation of environmental impacts: the lack of freshwater sources, the ongoing need for seawater desalination, and the cost of freshwater production (the cost of producing 1,000 gallons of water is approximately six dinars, of which the citizen pays only 800 fils, while the general budget subsidizes 5.2 dinars per 1,000 gallons).\u201c Utilizing fresh water (rainwater - water purification and recycling), and she emphasized that \u201din Kuwait, the individual\u2019s consumption is estimated at about 550 liters per day, which is more than double the rate set by the United Nations, estimated at about 220 liters per person.\u201d.<\/p>\n<p>Regarding future challenges, Janan Behzad said: \u201cThese challenges include confronting the effects of climate change and developing strategic plans to address these impacts, which are no longer scientific facts but rather a reality. We have already witnessed rising temperatures, decreased rainfall in recent years, and an increase in dust storms. Scientific projections indicate that the region will soon be affected by rising sea levels. Therefore, we must address these impacts with climate change adaptation plans. Adaptation involves human modifications to ecological, social, or economic systems, or a practical plan, in response to actual or anticipated climate stimuli and their effects (Expert Team). Different types of adaptation can be distinguished, including proactive, reactive, specific, general, self-sustaining, and planned adaptation. The benefits of adaptation include avoiding harm, capitalizing on opportunities, and managing consequences.\u201d.<\/p>\n<p>The Secretary-General of the Environment Association explained that \u201cthe challenges that the participants identified for the Arab environment include reducing plastic waste and achieving zero waste in the Mediterranean Sea, the need to plan urban cities in a way that suits future environmental changes, the lack of environmental data and important environmental variables to study change and predict the future state of the environment, the failure to activate sustainable resource management and preserve the environment in its entirety in a manner suitable for the population according to international standards, as well as overlapping jurisdictions between institutions, weak financial capabilities and technologies, the lack of potable water for drinking and agriculture in many areas, which is a problem that may be within the scope of the proposed country (Libya), improving the environmental situation in urban and rural areas in general, and in particular through supporting biodiversity and combating desertification, as well as addressing the effects of climate change (northwest Tunisia), in addition to the lack of funding to implement projects with environmental and economic potential, the unstable political situations in countries suffering from wars that prevent environmental protection because it is not a priority on the lists of needs, and the inadequacy of environmental laws to keep pace with changes.\u201d.<\/p>\n<p>She pointed out that \u201cthe challenges also include the employment of migrant workers to care for farms, which has led to soil destruction, illegal drilling of groundwater wells, and pumping groundwater beyond its capacity, which has led to seawater entering coastal groundwater wells and salinizing the water and soil. Consequently, previously fertile farms have become unsuitable for agriculture. Other challenges include the failure to utilize treated water, low water tariffs, and the failure to utilize saline groundwater to produce saltwater-tolerant products, which would benefit the country. Furthermore, there are challenges in countries suffering from water scarcity (less than 500 cubic meters per capita per year) (Tunisia), weak awareness of environmental protection laws, weak influence on decision-making, the shift towards using hydrogen reactors to produce alternative energy and reuse wastewater, in addition to the need for unity and cooperation to rehabilitate the environment from the devastation of wars, and the lack of awareness of environmental issues and the integration of environmental education at all levels of study.\u201d.<\/p>\n<p>Janan Behzad continued: \u201cThe participants developed ambitious solutions to address the complex environmental issues in various Arab countries. These solutions, which can be widely implemented, are realistic and derived from projects previously implemented in different countries around the world. Therefore, they are adaptable and applicable in the region to achieve optimal sustainable environmental outcomes, reduce the causes of climate change, promote climate change adaptation education, establish strict environmental protection laws to enhance environmental awareness, rehabilitate forests to accommodate wildlife, restore vegetation and agriculture, provide green loans to create jobs, localize technology, and protect the environment, in addition to land classification to protect water sources, treat wastewater, maximize the use of rainwater, convert air into water, and use water-saving devices such as smart water sinks to prevent water waste and monitor irrigation processes to avoid using potable water.
