{"id":3872,"date":"2025-10-20T20:43:37","date_gmt":"2025-10-20T17:43:37","guid":{"rendered":"https:\/\/keps.org.kw\/?p=3872"},"modified":"2025-10-20T20:43:37","modified_gmt":"2025-10-20T17:43:37","slug":"%d8%a7%d8%ad%d8%aa%d9%81%d8%a7%d9%84%d9%8a%d8%a9-%d8%a7%d9%84%d9%8a%d9%88%d9%85-%d8%a7%d9%84%d8%af%d9%88%d9%84%d9%8a-%d9%84%d9%84%d8%ad%d8%af-%d9%85%d9%86-%d9%85%d8%ae%d8%a7%d8%b7%d8%b1-%d8%a7%d9%84","status":"publish","type":"post","link":"https:\/\/keps.org.kw\/en\/3872","title":{"rendered":"International Day for Disaster Risk Reduction: Finance Resilience, Not Disasters"},"content":{"rendered":"<p>Major General Talal Al-Roumi, Head of the General Fire Force, affirmed that \u201cthe State of Kuwait, under the guidance of its wise leadership, has adopted an integrated national approach to disaster and risk management, based on early preparedness, rapid response, and sustainable recovery, in accordance with the Sendai Framework 2015-2030.\u201d.<\/p>\n<p>This came during his patronage and opening of the \u201cInternational Day for Disaster Risk Reduction\u201d celebration, which carries the slogan (Financing Resilience, Not Disasters), and was organized by the Kuwaiti Society for Environmental Protection in cooperation with the General Fire Force and with the participation of Kuwaiti and Arab bodies and organizations.<\/p>\n<p>Major General Al-Rumi stated, \u201cWe meet today on the occasion of the International Day for Disaster Risk Reduction. This day is not just a celebratory occasion, but a call for action and responsibility. The world around us is witnessing accelerating challenges: climate change, natural disasters, and increasing human risks. There is no way to confront them except through planning, awareness, cooperation, and preparedness.\u201d.<\/p>\n<p>He added, \u201cIn line with the goals of the State of Kuwait, which places human beings at the forefront of its concerns, and particularly the outcomes of the Sixth Arab Ministerial Meeting hosted by the State of Kuwait under the chairmanship of His Excellency the First Deputy Prime Minister and Minister of Interior, and the resulting Kuwait Declaration, we believe that prevention is not the responsibility of one entity alone, but rather a shared national and humanitarian duty that begins with the individual and is shared by government agencies, civil society, the private sector, and academic institutions.\u201d<\/p>\n<p>And the media, to create a conscious societal culture that understands the value of safety before danger occurs.\u201d.<\/p>\n<p>Major General Talal Al-Roumi explained, \u201cExperience has proven that every minute of preparedness saves a life, and every step of awareness reduces loss. From this standpoint, the State of Kuwait continues its efforts in supporting regional and international initiatives, enhancing cooperation and exchanging experiences, in a way that contributes to building a safer, more sustainable and humane world.\u201d.<\/p>\n<p>In her speech, Dr. Wajdan Al-Aqab, President of the Kuwaiti Society for Environmental Protection, President of the National Committee of Civil Society Organizations for Disaster Risk Reduction, and President of the event, said, \u201cThis day has gained importance with the increasing frequency of climate change-related disasters. According to a study published by the United Nations, climate-related disasters increased by 831 TP3T between 2000 and 2019 compared to the period between 1980 and 1999, which confirms the urgent need to continue preventive efforts.\u201d.<\/p>\n<p>She added, \u201cIn 2025, this day comes under the theme \u2018Financing Resilience, Not Disasters,\u2019 emphasizing the urgent need to shift our international and local approach from post-disaster response to proactive investment in prevention, capacity building, and community resilience. This theme is not merely a slogan, but a call to transform public policies and revise budget items and economic development to be risk-free, meaning that risk reduction criteria should be integrated into all projects, whether in infrastructure, agriculture, housing, industry, or the environment.\u201d.<\/p>\n<p>Dr. Al-Aqab pointed out that \u201cinternational efforts resulted in the creation of the Sendai Framework for Disaster Risk Reduction, covering efforts from 2015 to 2030. Its content is similar to the Hyogo Framework for Action in giving civil society active roles in the protection, prevention, and awareness system. It called for \u201cstrengthening cooperation among people at the local level to disseminate information related to disaster risks, through the involvement of community organizations and NGOs. It also called for empowering local authorities to work and coordinate with civil society in managing disasters at the local level. Furthermore, it encouraged the development of quality standards in the field of disaster risk management, such as accreditation certificates and awards, with the participation of the private sector and civil society. Finally, it called for the participation of civil society, volunteers, organized volunteer organizations, and community organizations, in cooperation with public institutions, in working towards a number of things, including contributing to raising public awareness and promoting a culture of prevention and education about disaster risks.\u201d.<\/p>\n<p>She stated, \u201cIn Kuwait, with the challenges of climate change, drought, and environmental and developmental intersections, we need today to activate genuine partnerships between government agencies, the private sector, and civil society. We need to frame a clear program and funding for projects concerned with prevention, community insurance, disaster-resistant infrastructure, and awareness and continuous education.\u201d.<\/p>\n<p>She noted, \u201cI look forward to today emerging from the recommendations with a national roadmap that includes: sustainable financing mechanisms that incorporate risk reduction into annual budgets and link funding to environmental and immunity conditions; institutional cooperation between the government and civil society, so that NGOs are active partners, not just recipients; local education and awareness programs so that citizens become active partners in prevention and mitigation through public benefit associations and charities; and periodic monitoring and evaluation of resilience projects, to ensure that the good we invest today protects tomorrow.\u201d.<\/p>\n<p>Al-Aqab explained, \u201cCivil society organizations, as described by the United Nations, are a cornerstone of building disaster-resilient societies. They represent close proximity to citizens, the ability to mobilize local initiatives, promote awareness-raising education, and participate in planning and implementation. This is a role that Kuwaiti public benefit associations are committed to fulfilling. We are proud that the Kuwaiti Society for Environmental Protection joined the Global Network of NGOs for Disaster Risk Reduction (GNDR) in 2019, and the Society obtained a regional advisory position in West Asia, which allows it to attend international meetings and learn from the outcomes of seminars in this field. This has opened the door for many other specialized associations to join.\u201d She added, \u201cIn 2022, the National Committee of Civil Society Organizations for Disaster Risk Reduction (in the State of Kuwait) (GNDR-KWT) was formed, with the Kuwaiti Society for Fire Protection and the Kuwaiti Society for Crisis and Disaster Management joining as members. As members of the committee, we have taken it upon ourselves to educate all segments of society and to be a voice of advice through empowering policies and awareness programs that engage everyone.\u201d.<\/p>\n<p>In a speech delivered by Nasser Al-Shatti on behalf of the UN Secretary-General\u2019s Representative and Resident Coordinator in Kuwait, Dr. Ghada Al-Taher, it was stated: \u201cWe, as the United Nations in Kuwait, are pleased to be present on this important and special occasion, and to share with you the celebration of the International Day for Disaster Risk Reduction, under the theme \u00abFinancing Resilience, Not Disasters.\u201d This theme reflects the clear message of the United Nations: Investing in prevention, preparedness, and resilience is the best way to protect lives and livelihoods. This UN message stems from the Sendai Framework for Disaster Risk Reduction 2015-2030, and from our collective commitment to strengthening risk governance, multi-hazard early warning, and integrating risk reduction into development and strategic planning.\u201d.<\/p>\n<p>In this context, Al-Shatti emphasized, \u201cI would like to extend my sincere thanks to the State of Kuwait for its regional leadership and for hosting the Sixth Arab Regional Forum for Disaster Risk Reduction, which was held in Kuwait City from February 9 to 12 of this year, under the excellent supervision and exceptional organization of the General Fire Force and other government institutions, under the slogan (Building Resilient Arab Societies: From Understanding to Action), where the forum provided a comprehensive platform for the region\u2019s governments, United Nations agencies and partners to discuss governance, risk-based investment, preparedness and recovery.\u201d.<\/p>\n<p>He noted that \u201cthe work of this forum concluded with the adoption of the (Kuwait Declaration on Disaster Risk Reduction) and a priority plan for the Arab region 2025-2027, which embodies a renewed political commitment to accelerating the implementation of the Sendai Framework, strengthening national capacities and empowering actors at the community level. Here, I extend my thanks and appreciation to the General Fire Force and the relevant national authorities for their efforts in raising community awareness, developing operational procedures and building field capacities \u2013 which are essential pillars for reducing risks before they turn into disasters.\u201d.<\/p>\n<p>Al-Shatti concluded his speech by emphasizing that \u201cthe United Nations in the State of Kuwait, in cooperation with the United Nations Office for Disaster Risk Reduction (UNDRR) and regional bodies, will continue to support national efforts by promoting evidence-based governance and data integration for decision-making; expanding multi-hazard early warning to reach everyone; risk-based investment in infrastructure and basic services; and empowering local communities, to ensure that no one is left behind.\u201d.<\/p>\n<p>In his recorded statement, Minister Plenipotentiary Dr. Mahmoud Fathallah, Director of the Department of Environmental and Meteorological Affairs and Head of the Arab Disaster Risk Reduction Mechanism at the League of Arab States, affirmed that \u201cthe League of Arab States is keen to strengthen coordination mechanisms among Arab countries in the field of disaster risk reduction. In this regard, the seventh meeting of the Arab Coordination Mechanism for Disaster Risk Reduction was held last week, from October 14 to 16, in the Kingdom of Bahrain. The meeting emphasized the importance of strengthening joint Arab action in the field of disaster response and building more resilient and sustainable societies. Several qualitative initiatives were presented, most notably the Arab Comprehensive Early Warning Initiative in cooperation with the United Nations Office for Disaster Risk Reduction. This initiative aims to ensure an integrated early warning system that covers various types of natural, technological, and environmental hazards.\u201d.<\/p>\n<p>Dr. Fathallah added, \u201cAn Arab Geospatial Risk Network was also established to exchange and analyze data in real time in support of decision-making during disasters and crises and to enhance information coordination mechanisms among member states, in addition to preparing an Arab framework for sustainable finance for resilience that aims to integrate the concept of investment in prevention within financial policies and national budgets to ensure the long-term sustainability of risk reduction programs.\u201d.<\/p>\n<p>He pointed to the \u201cResilient Arab Cities Initiative, which encourages Arab municipalities to adopt sustainability and community readiness standards in cooperation with local and international bodies, thereby consolidating safe and sustainable urban development. These initiatives reflect the translation of the Arab vision towards enhancing community resilience and building effective warning and response systems in line with global trends within the framework of Sendai Framework 2015-2030.\u201d.<\/p>\n<p>In the same context, Dr. Wajdan Al-Aqab stated that the celebration of the International Day for Disaster Risk Reduction included several events, including \u201chonoring the sponsors, organizers, participating entities, the Gaza relief team, and speakers; a workshop on the Kuwaiti focal point at UNDRR presented by Major Ahmed Al-Muhaimid; a workshop on leadership during a storm presented by Captain Nasser Al-Bahiri, Director of the Health, Safety, and Environment Group at Kuwait Oil Company; a workshop on the Global Network for Disaster Risk Reduction (GNDR) presented by Ghada Ahmedin, Regional Representative for West Asia and North Africa; a presentation on the National Committee of Civil Society Organizations for Disaster Risk Reduction presented by Engineer Yousef Al-Ramadi, Vice President of the Environmental Engineers Team at the Kuwait Society for Environmental Protection; a presentation on resilience and preparedness for the Kuwait Red Crescent Society in disaster preparedness and response presented by Iman Haider, Operations Center Coordinator at the Kuwait Red Crescent Society; the Zaheb Initiative presented by Dr. Fawzi Al-Khuwari, President of the Kuwait Society for Crisis and Disaster Management; and a presentation on working together to reduce disaster risks presented by Engineer Abdulaziz Al-Nassar,
