The Kuwait Environment Protection Society considered that “the establishment of the Governorates Environment Committee was a general step to enhance environmental efforts at the regional and governorate levels,” stressing that the committee is “a flexible entity for managing environmental issues in the Kuwaiti governorates,” calling for the reactivation and support of its roles enhanced by multiple community and awareness programs and events, praising in this regard the national elites and cadres who founded the committee years ago, commending their efforts that have pushed the committee’s progress to provide many community environmental tasks, confirming that it has prepared a comprehensive memorandum about the committee and will submit it to the concerned authorities and the governors of the six governorates.
The Environmental Protection Association outlined in a press release some of the proposed steps to establish an effective environmental committee for each governorate, with specific goals and a vision that corresponds to the importance of environmental issues, the preservation of natural resources, and the achievement of sustainable development. It also outlined setting clear goals for the committee, such as improving air and water quality, reducing pollution, promoting environmental awareness, and increasing green spaces, as well as defining a long-term general vision that reflects the committee's commitment to environmental sustainability.
The association stressed the need to include in the committee representatives from various stakeholders such as local government agencies, environmental institutions, universities, and civil society organizations, in addition to inviting experts in environmental fields such as waste management, renewable energy, water, and biodiversity, provided that coordination is carried out with relevant authorities such as cooperation with the General Authority for the Environment to ensure that the committee’s efforts are consistent with national policies, in addition to coordinating with local government agencies to implement projects and initiatives on the ground.
The Environment Society emphasized the importance of developing local action plans, including tailored plans for each governorate to address its unique environmental challenges, such as waste management, green space preservation, and pollution control. It also stressed the need for clear timelines and implementation mechanisms. Regarding funding for the governorate environmental committees, the Society called for seeking funding from the government or international organizations concerned with environmental issues, and for establishing partnerships with the private sector to support environmental initiatives, such as renewable energy or recycling projects.
Regarding the committee's awareness and community engagement roles, the Environment Association stated, "Awareness campaigns are being implemented for citizens in each governorate about the importance of preserving the environment and how to participate in protecting natural resources, and encouraging citizens to contribute to environmental projects through volunteering or submitting proposals." Regarding the committee's evaluation and follow-up frameworks, it said, "Mechanisms have been established to evaluate performance and follow up on the results of environmental initiatives, and periodic reports have been prepared that clarify the progress made and the challenges facing the committee, and recommendations have been submitted to improve the work." It believes that "these steps ensure that the governorate environment committee works effectively and contributes to achieving sustainable development and reducing negative impacts on the environment.".
The Environmental Protection Agency noted in its statement that the most prominent goals and objectives of the Provincial Environment Committee are to protect the environment and preserve natural resources by working to protect ecosystems in the provinces from environmental degradation and pollution, and to monitor natural resources and ensure their sustainability for future generations. The agency emphasized that this is achieved through “monitoring the extent to which institutions and major projects in the provinces adhere to environmental standards, and implementing awareness campaigns for citizens about the importance of preserving the environment and the impact of daily activities on it, which strengthens cooperation between local authorities and international and regional environmental organizations and the development of joint action plans to implement integrated environmental strategies.”.
